New Song Volume Eight: Nan Gezi 阿越 21396Words 2023-02-05
Chapter Nine Helan Elegy The Guoxiang Mansion of Liang Yibu, the Prime Minister of the Western Xia Dynasty, is the largest building complex in Xingqing Mansion other than the royal palace. The entire Prime Minister's Mansion covers an area of hundreds of acres, with three thick courtyard walls, towering archery towers, abundant storage, and more than a thousand soldiers. It is like a small city.Within the high walls of the Prime Minister's Mansion, there are hundreds of thousands of pavilions, of varying heights, hidden by tall windows, secluded rooms, jade railings and vermilion trees, resplendent and resplendent. In the backyard, green water surrounds the towers and rockeries, and the flowers and trees are luxuriant and intertwined. It is a rare garden in the south of the Yangtze River. At this time, it is approaching the severe winter, and there is heavy snowfall. This beautiful scenery is covered by white snow, and it is even more special. It's just that although the Prime Minister Liang Yibu was a Han, he was born and raised in Xixia, with a lot of culture and martial arts, so he ordered the servants in the mansion to clean up the snow in the garden every day, and cook cranes and burn qin; Feeling that there is not enough emerald green in winter, people actually put a few coral trees in various parts of the garden, making a garden so nondescript that people can't help but laugh. It's just that the people who come and go to the Prime Minister's house are either not elegant and envious of Liang's wealth; or they don't dare to offend Liang and just pretend to turn a blind eye.Liang Yibu didn't realize it, but rather complacent.

However, although Liang Yibu was vulgar and illiterate, he was proficient in power tactics.Long before Xia Zhu Bingchang started the Daan reform, Liang Yibu was aware of the possible danger and began to complain of illness and stay away from court for a long time. However, regarding the situation between the DPRK and China, Liang Yibu, a wily man, has a clear understanding of the situation. After the promulgation of the Da'an Restructuring Edict, he ordered Ye Lina and others to test Lord Xia's determination. Unexpectedly, Lord Xia was unexpectedly ruthless, and the three of them were executed in the hall. This undoubtedly gave Liang Yibu a heavy slap in the face.Although Liang's followers all over the court were frightened by Lord Xia for a while, after regaining their senses, they came to Guoxiang's mansion one after another, asking Liang Yibu to come up with countermeasures.

This group of people is sad for the death of rabbits and foxes, gathering in Liang Yibu's mansion, it is inevitable to make a lot of noise and chatter endlessly.Liang Yibu coaxed and scolded these people for the time being. After dismissing these cronies, Liang Yibu began to seriously consider the current situation.Since the defeat of Suide, his prestige in Xixia Kingdom has been weakening day by day.It is not easy for foreign relatives to control the state affairs in a country like Xixia where there are many powerful factions. The reason why he kept sending troops to attack the Song Dynasty in the past was not only to satisfy his own ambition, but also to divert domestic conflicts and ease the situation. Domestic dissatisfaction with Liang's dominance of the government and his incompetence in governing the country. And through war, firmly grasp the military power, so that the opposition will not dare to act rashly. But with Suide's defeat, Xixia's national strength was greatly damaged, domestic dissatisfaction with him was increasing day by day, and the voices and courage of the formerly suppressed opposition groups also increased. If Ren Duohan had been given courage in the past, he would not have dared to send troops into Xingqing Mansion!Such potential power is scattered in Xingqing Prefecture and various places.Even ordinary Xixia tribal leaders did not dare to think otherwise when the Liang family was strong, but at this time they also became hesitant about Liang Yibu. These people have always only followed the strong.

If Bingchang had been more decisive at the time and had taken advantage of the defeat, his Liang clan might have gathered at the gate of hell by now.But at that time, Bingchang also had his doubts and fears: the Liang family had two heirs, the court was full of cliques, and most importantly, Liang Yibu, who was fighting in Pingxia City, still controlled an elite army. But even so, it was also the period when Liang's position was most unstable. That's why Liang Yibu said that he was ill for a long time and would not go to court for a long time. What he was afraid of was what happened; hands.Liang Yibu knew very well that the foundation of his Liang clan's foothold in the Xixia Kingdom depended on the empress dowager Liang's prestige and control over military power.

At this time, Liang Yibu had basically stabilized his position. But he also knew that the situation at this time was still very different from before the defeat of Suide.Xu De's defeat led to the weakening of Liang's power, which cannot be easily recovered. In the Xixia Kingdom, there are very few people who wholeheartedly support the Liang family, especially Liang Yibu, from the princes from all walks of life to ordinary soldiers, but the dissatisfaction is increasing. It’s just that Liang Yibu is still the younger brother of the Empress Dowager on the surface, the father-in-law of the Lord Xia, the status of one family and two queens, coupled with the power of operating for more than ten years, and the strength of mastering military power, so that Liang Yibu can still maintain the power on the surface. own position.

Liang Yibu may not be considered a wise man, but he is very sensitive to these potential changes because he is good at power. He was able to become the winner in Xixia's brutal power struggle, not just because his sister was the queen mother. The situation in Xixia can be said to have been quite delicate. The balance of power is shifting, forming a new and very delicate balance. At this time, Lord Xia Bingchang promulgated the Daan Reform Edict. This delicate situation was destined to be completely broken. Liang Yibu was completely out of instinct, and dealt with the upcoming changes very cautiously. After all, it is no longer the time for Xixia to control everything.

Lord Xia Bingchang's Da'an Restructuring Edict also catered to the wishes of quite a few people.People with strength and ambition hope to take this opportunity to seize power; while the noble chiefs who care about current affairs feel an unprecedented crisis, they are looking forward to changes, hoping that Xixia will be rejuvenated, although this also prevents them from wanting to maintain their vested interests; The lower classes of society, on the other hand, wanted tax cuts and became war-averse.Even if it is a pure nomadic people, war will not only bring benefits but not troubles, not to mention that Xixia is a half-agricultural and half-pastoral country, and the long-term war will bring pain to the lower classes of society. In fact, it is not inferior to them pain inflicted on the enemy. Most of the benefits obtained from the war are often swallowed up by the upper class, while ordinary people have to bear various evil consequences such as increased taxes, and the main responsibility for production is borne by women, old and young. The promulgation of the Daan Restructuring Edict, at least spiritually, gave these people hope.

Although Liang Yibu could not accurately grasp the thoughts of Chinese people, he could intuitively realize some things. What's more, he understands some situations: Bingchang has a reputation for righteousness. This is absolutely not to be taken lightly. The legitimacy of Liang Yibu's power is because he is attached to this righteous name.Once he loses this status, there will be chaos in the country immediately.Even if he is not well-versed in history, he still knows the story of Song Taizu. With Song Taizu's prestige in the army and the country, once the yellow robe is added to replace Zhou, he will face rebellion.Liang Yibu's prestige, talent, and strength are all comparable to Song Taizu. Not to mention the Zen Dynasty, even if he abolishes the establishment without authorization, it must mean the beginning of a civil war. What's more, there is still a Song Dynasty watching.

Therefore, unless it was absolutely necessary, Liang Yibu did not dare to act rashly. If you really want to make a move, you must have complete control over the situation, at least you must be able to control Bingchang.Otherwise, needless to say, Yelu Yixun is a lesson from the past. The Lord of Liao is just a prince, and Yelu Yixun can also establish a new king; but Bingchang is the king of Xixia, the only son of the first emperor! If he can't control Bingchang, his future, Liang Yibu, is doomed. His power will soon disintegrate, and the Liang clan will be completely finished in Xixia. The power base of the Liang family is attached to the Xixia kingship, and Liang Yibu will not dig his own grave.

Throw a rat!Throw a rat!Liang Yibu kept talking to himself. After clearing his mind, he realized that the complexity of the situation was beyond his expectation. Can I really control Xingqing Mansion? At a certain moment, Liang Yibu even had some doubts. If Bingchang led the army himself, how many troops he counted in his own strength would waver, wait and see, or even turn back at that time. But does Bingchang have the courage?Liang Yibu couldn't make up his mind for a while. Judging from the past, he never had such courage; but judging from the fact that he killed dissidents in the hall, it seems not impossible

In the end, you must cut its wings first! After pondering for a long time, Liang Yibu finally gritted his teeth and slammed his fist on the table. Come on!After regaining his composure, Liang Yi straightened his clothes and shouted loudly After a few days. Western Xia Palace. Lord Xia Bingchang is discussing the restructuring with Li Qing, Yuzang Huama, Wen Huan and several ministers.Among the crowd, Li Qing looked the calmest on the surface, but the most excited in his heart.Man is a strange animal, sometimes he is obsessed with some formal things and is moved by them.As wise as Li Qing, he is not immune to this. Li Qing, who is dressed in a Han robe, has the illusion of returning to his homeland from time to time.I have been discriminated against for many years, but at this moment when I put on the Han robe, it seems that I have been compensated for it all. Therefore, when discussing matters, Li Qing actually lost his mind several times. After doing this several times, when Li Qing was distracted again, Bingchang finally noticed something strange about Li Qing. General Lee? Li Qing was almost taken aback, came back to his senses, and hurriedly replied: The minister is here. Are you all right?Bingchang looked at him suspiciously.Could it be that there is something wrong in the mansion? Seeing that Lian Wenhuan, Yuzang Huama and others couldn't help but look sideways, Li Qing couldn't help but feel embarrassed, quickly found an excuse, and replied: Thank you, Your Majesty, for your concern, and everything is fine with your family. The minister is thinking about something. oh?What is it worth? The minister is thinking that it has been a while since the reform edict was promulgated, and the attitudes of the commanders, leaders, Jiedu envoys, and state governors in various places should also be clear. Bingchang nodded, but said slightly angrily: I haven't received a memorandum yet. Wen Huan interjected: This is not surprising.Near the Xingqing mansion, either they are under Liang Guoxiang's family, or they are waiting to see.As soon as the memorials expressed by the military commanders along the side arrived, the memorials of these people would naturally be handed in.How can they not be afraid of the final punishment? What Zhuangyuan Gong said is true, I have heard the four characters "Hou Zhi Zhi Zhu", it seems to be an allusion, right?Bingchang nodded yes, and asked with interest. It is indeed an allusion. It is said that Dayu gathered the princes, and the one who came to the end was beheaded, so as to establish his prestige in the world.Your Majesty reformed the system, became the first king of the law, and established prestige to govern the world.Wen Huan said loudly, completely ignoring Li Qing's slight frown. But Bingchang nodded his head again and again, praising: Dayu is an ancient sage king, and he really deserves to be emulated by future generations. He beheaded the latecomer, and if he was recruited from then on, all the princes would naturally fight for the first. Is it a coincidence that it can become a world of thousands of years? Wen Huan said with a smile: Your majesty knows three things after hearing one thing, a truly wise master. Hearing this, Bingchang was even happier, and said with a smile: "Now that we have changed the system, we should also follow the example of the former king."If those mediocre officials can be made aware of their fear, they will naturally be ordered and prohibited, reforms can be achieved, and ZTE can be expected!A few days ago, I killed all the people in Yeli, just for this reason! Li Qing sighed in his heart, and was about to persuade, when he was about to open his mouth, he heard a person sternly said: If the Ai family refuses to wear Han clothes, will the emperor also punish the Ai family's descendants? Mixed with this sound, the servant's sharp chant rang out: The Empress Dowager has arrived Everyone quickly knelt down to greet them, shouting: The Empress Dowager is a thousand years old! Li Qing peeked out, but saw the Empress Dowager Liang was staring at Lord Xia Bingchang and Wen Huan with an angry face, as if she wanted to dig out their hearts to have a look.A servant stood behind him with an embarrassed face. Apparently he was ordered by the Queen Mother Liang not to pass it on, but when the Queen Mother heard the discussion, Li Qing turned his eyes to the Queen Mother Liang again, but saw two sharp words Looking at himself, he quickly lowered his head. But I heard Bingchang standing there, and said with a smile: "The queen mother is joking." I'm not kidding!Empress Dowager Liang sneered, sat down on the chair brought by the servant, and said: "I dare to joke when I punish three ministers in the court?"Who in the world does not know that the emperor is decisive in killing! Those three people disobeyed the king's orders and should have been killed.Bingchang didn't dare to look into Empress Dowager Liang's eyes, and just lowered his head to answer. Sure enough, he is worthy of being the king of a country!Empress Dowager Liang sneered and said: The emperor has grown up, and even his ancestors are ignored, so he didn't have to pay attention to me, an old woman.Should have been killed!snort! How dare the child.I am also doing this for my ancestors. If it is really for the sake of the ancestors' foundation, it should not be so hasty!Empress Dowager Liang said sharply: We are originally Hu people, wearing the robes of the Han people, we are forgetting our ancestors! In the same way, I have told the emperor many times that once this Han robe is put on, after ten years, there will be no invincible soldiers in Daxia, and the party will be wiped out!Don't you remember the lessons of Emperor Xiaowen of the Northern Wei Dynasty? The Empress Dowager's words are wrong. During Emperor Xiaowen's time, the Northern Wei Dynasty was powerful and the country was in chaos because of his son's failure to live up to expectations, causing Xiao Qiang to provoke foreign insults. Otherwise, how could Er Zhu Rong and his ilk accomplish anything? How can this be attributed to Emperor Xiaowen's restructuring?Wen Huan fell on the ground and retorted in a deep voice. Who are you?How dare you talk to me like that! The Empress Dowager Liang stared at Wen Huan and cursed: You gang of treacherous ministers deceived the emperor and messed up the country, and led a good emperor into ruin. Empress Dowager Yuzang Huama called out in a low voice, wanting to say a few words of persuasion. Empress Dowager Liang had already opened her mouth to scold: Yuzang Huama, why don't you persuade the emperor to go the right way, and follow them around? You are also a fool. Yuzang Huama quickly retracted his head, not daring to speak any more. There was a sudden silence in the hall. Empress Dowager Liang glanced over the crowd, pointed at Wen Huan, and said coldly: This man is a general from the Song Dynasty, without a father or a king, how can he be trusted as his heart?Come on!Immediately drive this person out of the palace, from now on, if you see this person stepping into the palace, take his head and come to me! Empress!Bingchang said anxiously: Wen Huan is indeed a loyal minister. He was able to save him during Suide It was because of his contribution to saving his life that he was not beheaded immediately.Empress Dowager Liang's tone was extremely resolute, she looked at Bingchang again, and said: The emperor is now in charge, and you can only do what you like. This country and the country were brought down by the ancestors with hard work, and they cannot be lost in the hands of outsiders.Wei Mingrong is a veteran of several dynasties, loyal and reliable, half of the six squadrons in the imperial encirclement will be under his direct command starting today. He was originally the old commander of the Sixth Squadron in Yuwei, so if he was allowed to command, he could command it well. When this Bingchang and everyone in the palace heard this, even their faces changed. Empress Dowager Liang looked around at everyone, and said with a sneer: Could it be that there are still people who separate our mother and son, the emperor, do you suspect that I will seize the military power? The boy has no such intentions, it's just a big deal The sixth class in Yuwei Nei, your mother and I were also able to command it back then!If I really want to seize your military power, I can transfer all the Sixth Squadron away with a handwriting, so there is no need to be so coy.I can't trust the people around you! Empress Dowager Liang looked at Bingchang closely, and there was a hint of sarcasm in it.However, what Empress Dowager Liang said was not bragging, she was no different than ordinary women, leading soldiers to fight, maneuvering and scheming, she had never done anything.Given the bloody battles of the Western Xia court, how could the victors be ordinary people? Under the gaze of Empress Dowager Liang, Bingchang finally ignored the anxious expressions of Li Qing, Yu Zang Huama and others, and flinched.Yes, the son-in-law would like to obey the mother's order. After saying these words, Bingchang's body softened, almost feeling like he was going to be paralyzed.Li Qing and the others all had complexions as dark as the bottom of a pot. With a raised hand, Empress Dowager Liang took away the complete control of half of the force of the Sixth Squadron in Yuwei. Said, always a huge setback. And Wen Huan was kicked out of the palace by Queen Mother Liang with a single sentence, and she told Bingchang clearly, who is the real owner of this palace! But what is strange is that the Empress Dowager Liang, who has always been firmly opposed to restructuring, did not entangle in this issue this time, but showed signs of softening her attitude. However, Bingchang and the others, who were shrouded in frustration, did not notice this point. Bingchang, who was full of ambition, encountered his first setback before he even started to really reform the system. At this time, the harsh winter in Xingqing Mansion seemed to be an ominous omen. However, the frustration appears to be temporary. Soon, Ren Duohan gave Bingchang a shot in the arm.Within a month of the promulgation of the Da'an Restructuring Edict, led by Ren Duohan, four or five powerful military commanders, as well as tribal leaders, successively sent their own reorganization memorials to Xingqing Mansion. With the person who was the first, many people had less scruples about Liang Yibu, and one after another, the commanders of various military divisions all sent memorials. Finally, before the four years of Da'an were about to pass, the princes of Xixia, maybe out of sincerity, maybe out of political speculation, maybe out of fear of being punished later, worried about Ye Lina and others. Fate repeats itself, in short, it is an expression of their desire for reform. Daan's restructuring, in name, has finally become the hope of the world! Time is always the greatest. The eleventh year of Xining in the Song Dynasty and the fourth year in Da'an in the Xia Kingdom passed quickly. The war between Song and Xia seems to have passed for a year.A year's time, for forgetful people, has been able to forget things they don't want to remember; but for others, the shame does not diminish with the passage of time. On the first month of the twelfth year of Xining, the Song Dynasty and Xixia, on the surface, except that Xixia sent envoys to congratulate the Song Dynasty emperor on Zhengdan, both sides were busy with their own affairs irrelevant. After the grand ceremony of Zhengdan in the Song Dynasty, the Minister of Hongyu Temple officially informed the Liao envoy that the Song Dynasty decided to accept the request of the Liao Kingdom. The envoy's second country. This small matter actually conveyed a lot of information: the Song Dynasty at this time was gradually becoming more confident than before, and therefore more open. However, the fact that this matter was conveyed by the Minister of Honglu Temple also meant the revision of the official system reform led by Shi Yue.At the time of the reform of the official system, it was stipulated that Honglu Temple was responsible for the affairs of vassals, domestic minorities, and overseas colonies. Countries that were not in the tributary system, such as foreign affairs for the Liao Kingdom, were assigned to the Ministry of Rites. This setting was originally an attempt by Shi Yue to break the tribute diplomacy. The future Song Dynasty will surely face a wider world. At its feet, the ancient tributary system, in Shi Yue's view, needs to be corrected. Face up to your competitors, and you can never go wrong. However, the Song Dynasty originally regarded the Liao Kingdom as a big and equal country, and the tributary system had already opened a gap here, so Shi Yue wanted to use it skillfully. However, the Song court soon discovered the inconvenience: Among the countries that had contacts with the Song Dynasty at that time, only the Liao Kingdom was a country that the Song Dynasty considered to be able to live on an equal footing. Although Song Ting, who knew more about overseas, knew that it was not a vassal of the Song Dynasty, the inertia of traditional thinking made Song Ting take it into the tributary system for granted. As for Shi Yue’s influence and deepening understanding of the world, many scholars in the Song Dynasty recognized the countries in the Near West and the West of Thailand that could be compared with the Liao Kingdom (Note: The geographical concept of Shi Yue’s "Geography Preliminary" is roughly from the west of Xixia to the middle of the country. Asia is called the Western Regions, West Asia to the Eastern Roman Empire is called the Near West; the west of the Eastern Roman Empire is called Taixi.), but there was no direct official contact with the Song Dynasty, so it was naturally selectively ignored. Under such circumstances, the head and guest department of the Ministry of Rites seemed particularly leisurely and glaring. The ruling and opposition parties almost agreed that this was a redundant department. Finally, this institution came to its end in the twelfth year of Xining. Ting first decided to merge all his affairs into Honglu Temple, and a month later, he officially announced the abolition of the host and guest division. Although Shi Yue always insisted that the barbarians in the country were also subjects of the Song Dynasty, and that they were hired together with the Liao Kingdom and belonged to the same institution, but he could not stop this huge historical inertia. In the view of the Song court, the barbarians who became national registered households could naturally be included in the jurisdiction of the household department, but those barbarians who were in charge of the state and did not pay taxes to the state could only be included in the tributary system, which was nothing more than a vassal. Just different degrees of difference. Under the whole world, is it the land of the king; on the shore of the land, is it the king's ministers? This sentence has never been a historical fact, but this does not prevent it from being deeply rooted in the hearts of the people, and thus formed the ancient tribute system as the core of culture. .On the one hand, Shi Yue was obsessed with the vested interests brought about by the tributary system, which made the management of the South China Sea area justifiable by the Song Dynasty. Those countries involved all recognized the tribute system as a matter of course. When the Song Dynasty had sufficient strength, the advantages brought by this concept were unimaginable, because it could psychologically disarm the enemy. But on the other hand, Shi Yue clearly knew that even if the Chinese civilization has always maintained its own advantages, it does not mean that the rest of the civilizations do not have their own dignity.Human civilization is not a mountain, but a group of mountains. Every human society that can be called civilized can have its own mountain. You can maintain a lofty posture, but psychologically, you always need to face up to your competitors, otherwise, no matter how powerful civilization is, one day, it will get lost and depraved in arrogance, and will be surpassed by others without any regrets. Consciously, at that time, it is inevitable to pay a heavy price. The ancient tributary system was flawed in this regard. But Shi Yue wants to enjoy the benefits it brings while trying to maintain its integrity. It will not be so easy to establish another system outside of it.Even Wang Gui, Minister of the Ministry of Rites, found it extremely awkward to be the head and guest department of the Ministry of Rites, and it also caused considerable inconvenience and overlapping of powers in practical affairs. .Therefore, even Shi Yue couldn't laugh or cry about it, he didn't know whether it was good or bad. In addition, there are also some things worth mentioning that happened in various places in the Song Dynasty. In the south, eleven years ago in Xining, the sum of the tax revenue of Guangnan East Road and Guangnan West Road was not even comparable to that of a larger state on Jingnan South Road, and because of transportation and market reasons, the trading point of overseas trade, Maritime merchants are often more willing to choose cities such as Quanzhou and Hangzhou instead of Guangzhou. This matter finally changed in the 11th year of Xining, when the commercial tax of Guangzhou prefecture officially surpassed the entire tax revenue of Tanzhou.Although the number of immigrants on Guangnan East Road was limited, they brought more advanced production tools and production methods, which also made the agriculture of Guangnan East Road improve to a certain extent.Zeng Bu, the envoy of the former three divisions, was commended by the imperial court for his political achievements. His promotion was expected to be just around the corner, but another incident affected his official career. In order to communicate with Jingnan South Road and Jiangnan West Road and increase the attractiveness of Guangzhou to merchants, Master Zeng conspired with General Xue Yi and Master Cai Que to rob the islands from the South China Sea Islands to the small islands controlled by the Zhunian Kingdom. More than 3,000 natives worked as laborers for repairing roads and connecting rivers, and more than half of them died in other places. This incident was discovered by a supervisory censor who was sent to Guangnan East Road to handle the case. A memorial made Zeng Bu and Cai Que each demoted to one level, and Xue Yi demoted the Marquis, which became a major case that shocked the world in the second half of Xining's eleventh year .Therefore, the Song court also embarked on the first overseas personnel transfer. Di Zi was transferred to Guangzhou, Zeng Bu was transferred to Ling Yamen, Cai Que was transferred to Guiyi City. The censor, because of dereliction of duty, was dismissed and replaced with a newcomer. This level of transfer not only takes into account the need to rely heavily on officials who are familiar with the situation in the South China Sea region in the early stage, but also prevents them from operating in a certain place for too long, forming a trend that cannot be dropped. However, from this transfer, I also know the status of the three places in Song Ting's mind: Guangzhou is the most important, followed by Ling Yamen, and Guiyi City next. And in the northwest, during the Spring Festival of the twelfth year of Xining, Shi Yue and Liu Xiang were happily watching the post office network on the map slowly extend, and seeing that it was about to cover most of the Shaanxi Road, this was definitely encouraging. What is even more gratifying is that the reconstruction of Sanbai Canal and other water conservancy projects is also progressing very smoothly. However, behind this appearance, there is also a cruel reality.Shi Yue divided the many Xixia captives who stayed on Shaanxi Road into three parts. Some junior officers and brave soldiers were broken up by Shi Yue and reorganized into the imperial army of the Song Dynasty. According to the practice at that time, they could even form an independent army. These captives would not hesitate Swing the knife at the former robes: the part that presented the prisoners to the imperial court was compiled into a complete battalion by the emperor and sent to Hebei. But in order to be cautious, Shi Yue still broke up and reorganized all these people according to his own habits; some of the old and young and the artisans accompanying the army, Shi Yue sent the old and young to the horse prison, and organized the artisans into workshops; while the largest part of ordinary soldiers became Shi Yue's free labor.Of course, not free in name. These people were told that Xixia rejected the proposal to exchange captives on an equal footing, let alone pay to redeem them, and it was impossible for them to return to their hometown. The only way out is that after the completion of the road and water conservancy projects on Shaanxi Road, they can get a piece of land in the south of the Song Dynasty that is tax-free for five years according to their workload. These captives were not interested in the land in the south of the Song Dynasty, but this was not a question of whether they were interested or not, because they had no other choice.Shi Yue just used the southern land to put on a slightly warm veil in order to avoid the imperial censor's impeachment and reduce moral resistance. The people on Shaanxi Road paid a heavy price for the war, and it is only natural that they get the little benefit brought by the war.If, for the sake of so-called morality, these prisoners of war are organized into a free-living army, or bureaucrats at all levels are allowed to become their private servants, but the people of Shaanxi are still conscripted to build roads and canals, in Shi Yue's view, this is undoubtedly A kind of hypocrisy. Liu Xiang and others, who were still suspicious at the beginning, quickly accepted Shi Yue's explanation: these prisoners of war were nothing more than Xiangjun who had their salaries converted into land cash, that's all. The laws and morals of the Song Dynasty did not allow people to be brutally enslaved, even people from other countries. In the Song Dynasty, if a Tibetan businessman died of illness in the Song Dynasty, he did not have to worry about his own affairs at all. The Song Dynasty Shibosi would keep his property and try his best to send someone to notify his family so that they could inherit the inheritance. If it is a sailor or businessman who died in a shipwreck for the sake of trade, he can also get a pension from the Shibosi even if he is not a subject of the Song Dynasty at all.It is one thing to monopolize sea routes and impose high taxes on foreign merchants, but this kind of warm and affectionate human touch is unique to the Song Dynasty.Of course you can use him as a means of attracting sea merchants, but you can't violate this moral habit.Shi Yue knew this very well, at least he understood it more deeply than Zeng Bu. The key to the problem was not to use captives, but to do things well. If he really treated those captives harshly and did not give them any rewards, he would inevitably face overwhelming condemnation from the government and the opposition. But if he paid a reward, even if it was only in name, or to fill his hunger, the essence of the matter would change immediately, and everyone would take it for granted. Sometimes, excuses are also important. And in Xixia, they also have their own things that deserve their full attention. When Da'an was restructured and got places, especially the powerful faction, Liang Yibu was even more afraid to make trouble easily. But this is not to say that Liang Yibu will not know how to fight back. The treacherous and treacherous Liang Yibu, on the one hand, continued to pretend to be ill, but on the other hand, he directed his party members to find all kinds of excuses in the government to obstruct the reform. Moreover, starting from the twelfth lunar month of the fourth year of Da'an, various rumors that were not conducive to the restructuring began to spread on the streets of Xingqing Mansion. After these rumors spread from Xingqing Mansion to other places, they became even more out of shape. But for Xia Zhu Bingchang, the clarity of the place, whether voluntary or forced, can greatly increase his confidence. In November of the fourth year of Da'an, Bingchang sent envoys again to congratulate Zhengdan to the Song Dynasty and the Liao Kingdom, and unswervingly implemented his policy of good-neighborliness. In addition, the monarchs and ministers of Xixia are intensively planning the establishment of the Jiangwu Academy and the Guozijian, and plan to hold the first imperial examination in March of the fifth year of Da'an.In order to train and recruit talents needed for restructuring. In February of the fifth year of Da'an, Bingchang issued another edict to the whole country. In this edict, Bingchang announced the reduction of government expenses, and the exemption of national taxes for half a year, and guaranteed that in the fifth year of Da'an, men would not be recruited for military service, so that the people could rest. What a shame! In a certain courtyard of Xingqing Mansion, Shi Shisan couldn't help sighing as he read the transcribed imperial edict. Indeed. The one who answered Shi Shisan was a woman. For Xia Guo, who is on the disadvantaged side, to no longer recruit men to serve in the military, it is too much. She smiled and didn't say any more. The black-clothed boy standing behind Shi Shisan curled his lips, and said mockingly: It's all right with Bingchang, Li Qing and Yu Zanghuama, are they just mere? Not necessarily so.The woman smiled and said: I heard that Xia Zhu of this generation is sometimes cowardly and unrestrained, and sometimes very headstrong. In this edict, Li Qing and Yu Zang Huama may not be in charge. Is it?The boy curled his lips again, and asked back in disbelief. Shi Shisan waved his hand, interrupted the two, and said in a deep voice: Don't talk about this now, let's see what Shi Ziming will do first. The two immediately closed their mouths, and replied respectfully: Yes. Li Qing gave me 3000 guan, and asked me to save dead soldiers, saying that he wanted to imitate Sima Yi's method of dealing with Cao Shuang, and raise dead soldiers loose among the people.Shi Shisan said in a low voice, but there was a hint of teasing in his tone, and it seemed that he could not bear it. Why not do what he says? The woman smiled and said: "It may be really useful when it's important." Shi Shisan was stunned, and immediately realized, he laughed loudly, and said: That's right. The king of Liyang County lives up to his reputation, he can be called a hero among women! A girl, how can it compare to Shi Shisan's famous name. The woman said modestly. Shi Shisan smiled and said: When I first heard it was a woman, I couldn't help feeling a little contemptuous. But now I dare not. Shi Ye laughed. Shi Shisan stared at this woman, recalled all kinds of legends about her, suddenly became curious, and said with a smile: I don't know how the county lord came to this place of tiger's den? The woman smiled lightly, and replied: Isn't there a slang saying that if you don't enter a tiger's den, how can you catch a tiger's cub? After a pause, he laughed again: Actually, Master Shi presides over the overall situation here, so it doesn't matter if I come or not.And a stranger, here, may not be useful.I came here to help Shi Ye, and everything is under Shi Ye's orders. Shi Shisan glanced at the woman with a half-smile, but without pointing it out, he said with a smile: How dare you. Shi Shisan respected this strange woman sitting across from him, this kind of respect was enough for him to suppress his curiosity.Although he clearly knew that this woman came here, she was definitely not trying to beat him up, and she meant to be a little bit of surveillance, but he couldn't feel any disgust or rejection at all. A few days later, Xixia Jingsai Army Division, Weizhou. Ren Duohan was also reading Bingchang's edict. No more military service?Ren Duohan smiled wryly and couldn't help talking to himself.Bingchang's wishful thinking is good. On the one hand, it can buy the hearts of the people, and it can also recuperate. However, times have changed. If this edict had been promulgated by Li Yuanhao, then the Song Dynasty would definitely applaud and applaud. But what Li Bingchang promulgated can only make people laugh. Is it war or peace, or is it up to Xia Guo to decide? It is not Bingchang's turn to decide whether to conscript or not. The officer in the report interrupted Ren Duohan's thoughts. He raised his head and glanced at the new officer. He had almost killed this guy, but in the end he found that this guy was very knowledgeable and capable. He also knew that such an ambitious person was very dangerous, but maybe because of the huge ransom he offered, maybe it was a kind of psychology similar to wanting to tame wild horses, Ren Duohan spared Mu Ze's life, although in If necessary, he would not hesitate to kill him again. After all, in Xixia, good talents are always in short supply. There were so many talents in the Song Dynasty, and it didn't feel bad to waste them, but in Xixia, both the country and the tribes cherished rare talents, because it was almost directly related to the life and death of the country or tribe. What's the matter?Ren Duohan's eyes just swept over Mu Ze.But a thought flashed across: If this person is unable to serve himself, he must get rid of it. Zhang Shouyue of the Song Dynasty sent someone to send Shi Yue's letter.Mu Ze lowered his head and respectfully reported the report. at this time?Ren Duohan felt uneasy, he hurriedly said: Please come in. yes. On the same day, in the Xihe area and Suide area of Shaanxi Road in the Song Dynasty, the largest military exercise in the history of the Song Dynasty began. What? There was a bit of disbelief in Xia Zhu's usual tone. Within a few days, all military commanders along the border of the Song Dynasty rushed to Xingqing Mansion in an endless stream.Regarding the large-scale military build-up of the Song army, the frontier generals of Xixia were somewhat confused. yes. How to say? yes. yes. Come on! yes.
