In order to further show that she was not the one who opposed the foreigners, she ordered the beheading of a group of ministers including Gang Yi and Xu Tong, who were in charge.In this turbulent situation, Rong Lu tried his best not to get himself involved in the whirlpool.He acted obediently according to Cixi's color, and did not disobey Cixi's intentions.
