太祖洪武二十六年的調查;戶一千六百五萬二千八百六十,口六千五十四萬五千八百十二,田八百五十萬七千六百二十三頃。到孝宗弘治四年重行調查的時候,中間經過九十八年的休養生息,貴州又經開闢,無論丁口和田地方面,都應當有巨額的增加,但是實得的只有戶九百十一萬三千四百四十六,口五千三百二十八萬一千一百五十八,田六百二十二萬八千五十八頃。(田土調查在弘治十五年。《明史.食貨志》載天下土田止四百二十二萬八千五十八頃。嘉靖八年霍韜言天下額田已減強半,其言皆誤。蓋嘉靖間修《會典》設以六百餘萬頃為四百餘萬頃。今以萬曆本《會典》考之,應作六。)這裡的結論不是丁口、田地的減少而只是擔負賦稅的丁口、田地減少了。豪門的家奴,兩京的匠役,都免除了役的義務,於是便有賣身投靠和冒充匠役的人民;再不然,便行賈四方,舉家舟居,調查戶口的也就無從著手。至於田地,也有撥歸王府的,也有隱托豪宗的;再不然,在治安有問題的地方,當然更談不上徵收。擔負賦稅的丁口、田地減少,一切的責任又加到其餘的人民身上,更加造成政治上的不平。萬曆五年十一月,居正疏請調查戶口、田地,凡莊田、民田、職田、蕩地、牧地,一概從實丈量,限三載竣事。(《明史紀事本末》作萬曆五年十一月,《明史.食貨志》作萬曆六年,《明紀》作萬曆七年十一月。按萬曆本《明會典》卷十七有萬曆六年田土實數。蓋疏請在五年,而開始調查則在六年。)這一件事業的完成,在居正歸葬以後,姑且不談。萬曆九年,蕭廩為陝西巡撫,儘管詔書嚴催調查隱田,蕭廩吩咐部下只要和舊額相等,無須多報。(《明史》卷二二七《蕭廩傳》)史冊流傳,以為美談。其實對於少數人的寬容,恰恰增加多數人的擔負,這一點最簡單的政治常識,當時人沒有看到,反而認為居正的主張,過於苛刻,不能不算是歷史上的怪事。 萬曆六年到了,大婚改在二月,籌備的程序,著著進行。正月間司禮監文書官邱得用口傳聖旨,奉聖母慈諭:這大禮,還著元輔一行,以重其事。又說:忠孝難以兩盡,先生一向青衣角帶辦事,固是盡孝;但如今吉期已近,先生還宜暫易吉服,在閣辦事,以應吉典,出到私宅,任從其便。大婚便得欽定問名納采使兩人:按當時的資望,正使當然是英國公張溶,副使便是居正。慈聖皇太后賜居正坐蟒、胸背蟒衣各一襲,吩咐自正月十九日起,吉服辦事。不料戶科給事中李淶上疏,認為居正有服,不宜參加吉禮,請求改命。神宗隨即諭示居正: 昨李淶說,大婚禮不宜命先生供事。這廝卻不知出自聖母面諭朕說,先生盡忠盡不的孝。重其事,才命上公元輔執事行禮。先生豈敢以臣下私情,違誤朝廷大事。先朝奪情起復的,未聞不朝參居官食祿,今先生都辭了,乃這大禮亦不與,可乎?看來今小人包藏禍心的還有,每遇一事,即借言離間。朕今已鑒明瞭,本要重處他,因時下喜事將近,姑且記著,從容處他。先生只遵聖母慈諭要緊,明日起暫從吉服,勿得因此輒事陳辭。(見奏疏六《請別遣大臣以重大禮疏》) 這是正月十八日的事,經過一度疏辭以後,居正暫從吉服,照常辦事。 穆宗逝世以後,慈聖皇太后一向住在乾清宮,對於神宗,盡監護的責任。現在大婚期近,皇太后退居慈寧宮,一面諭示神宗: 說與皇帝知道,爾婚禮將成,我當還本宮,凡爾動靜食息,俱不得如前時聞見訓教,為此憂思。爾一身為天地神人之主,所係非輕。爾務要萬分涵養,節飲食,慎起居,依從老成人諫勸,不可溺愛衽席,任用匪人,以貽我憂。這個便可以祈天永命,雖虞舜大孝,不過如此。爾敬承之,勿違。(見奏疏六《乞遵守慈諭疏》) 同時慈聖太后賜居正坐蟒、蟒衣各一襲、彩段八表裡、銀二百兩,又頒慈諭: 皇帝大婚禮在邇,我當還本宮,不得如前時常常守著照管,恐皇帝不似前向學勤政,有累盛德,為此深慮。先生親受先帝付託,有師保之責,比別不同。今特申諭交與先生,務要朝夕納誨,以輔其德,用終先帝付託重義,庶社稷蒼生,永有賴焉。先生其敬承之,故諭。(見奏疏六《謝皇太后慈諭疏》) 慈聖太后把監護的責任,完全移交居正。居正對於神宗,是擔當國事的大臣,同時也是朝夕照管的監護人。直到神宗大婚以後,居正的雙重職責,依然存在。奉到慈諭以後,居正疏稱: 茲奉誥諭,以慈駕還宮,慮看管之少疏,恐聖德之有累,委臣以師保之責,勉臣以匡弼之忠,寵錫駢蕃,開諭懇切。臣捧讀未竟,涕泗橫流。念臣昔承先帝顧託之重,既矢以為國忘家,捐軀徇主矣,其在今日,敢不益擄忠藎,圖報國恩。但內禁外廷,地勢自隔;臣謨母訓,聽納懸殊:尚冀我聖母念祖宗基業之重,天位保守之難,凡所以擁護聖躬,開導聖學者,尤望時加訓迪,勿替夙恩;臣知皇上純孝性成,必能仰承慈意,服膺罔懈也。至於進盡忠言,弼成聖政,則臣分義所宜自盡者,雖微慈諭,猶當思勉,況奉教督諄諄,敢不罄竭愚衷,對揚休命,臣誠不勝感激祈望之至。(奏疏六《謝皇太后慈諭疏》) 大婚典禮正在進行的時候,遼東巡撫張學顏的捷報到了。土蠻約同泰寧衛速把亥進犯遼東開原,大營紮在劈山,遼東總兵李成梁得到消息,隨即出寨二百里,進搗劈山,斬敵四百三十,這便是所謂劈山大捷。捷報到了,神宗奏知慈聖皇太后,太后對神宗說: 賴天地祖宗默祐,此時正爾行嘉禮之際,有此大捷,乃國家之慶,我心甚喜。元輔運籌廟謨,二輔同心協贊,才得建此奇功。我勉留張先生,這是明效。 聖母慈諭的是,神宗恭敬地答覆。(見《遼東大捷辭免加恩疏》。對話用原文。) 在大捷聲中,神宗婚禮舉行了,所娶的王皇后,後來諡為孝端皇后。大捷和大婚,對於輔臣,都有照例的賞賜,經過謙辭以後,居正兩次各受銀一百兩,彩段六表裡,對於升蔭,仍堅辭未受。 現在是居正力援前疏,請求給假歸家葬父的時候了,但是神宗還是不允
