(Foreign Proverbs) Ma Jinglun, the imperial censor, also went to Shu Shenzong, bluntly saying that his majesty is addicted to good things.萬曆三十年的時候,神宗病重,看看死日已近,這才下詔把自己發明的那些剝削人民,無補國用的商稅、礦稅,一概取消,召首輔沈一貫入宮,親自把手詔交付他。一貫出宮以後,大臣們一面悲痛皇上的病危,一面也不免慶幸民生的復蘇。第二天神宗突然好了,還是捨不得這一大注民財,再派太監們到內閣追還聖旨。大學士方在設法掙扎,太監們來了一個又一個,最後連來二十位,拼命坐索。神宗派司禮太監田義去,田義不肯,神宗從床上爬起來,拿刀子戳上去。內閣裡這二十位太監,磕頭懇求,額角都磕破了,血流滿面,沈一貫無法,只有把聖旨繳進,一切礦稅、商稅照舊徵收,銀兩不斷地向宮中流進,才能滿足這位小農的外孫。 在萬曆七年的時候,這粒嗜利的種子,雖然沒有成長,但已經在那裡萌芽。金花銀增加了,這是一筆收入。其餘的需索,經過張居正、張學顏的諫阻,受到一些挫折。不要緊,神宗的心靈,想到辦法了。他吩咐文書官姚秀到內閣傳諭擬旨,著戶部鑄錢,供給內庫使用。誰能禁止皇帝使錢呢?明朝的貨幣制度,本是一言難盡的事。大體講來,銀兩是當時的本位硬幣,銅錢是輔幣,鈔是紙幣。從洪武以來,新鈔不斷地增發,紙幣和硬幣久已脫離聯繫,成為不換紙幣,只有在頒賞的時候,數量激增,成為意外的壯觀。銅錢和銀兩,雖然多少有些本位幣和輔幣的關係,但是中間並沒有固定的兌換率,錢少了,錢和銀兩的比率便提高,錢多了,錢和銀兩的比率便降低。所以實際上錢和銀兩的關係,不是輔幣和本位幣的關係。洪武年間,每錢千文換銀一兩;到了嘉靖年間,錢太多了,且私鑄盛行,形式薄劣,落到六、七千文換銀一兩。在錢法既壞已後,於是通令對於錢的行使,分出等級來;嘉靖錢七百文換銀一兩,洪武以來諸朝的錢千文換銀一兩,古錢三千文換銀一兩,一切濫惡小錢禁止行使。法律雖然有了明文的規定,市場上還是無從整頓。錢法混亂,事態已經非常嚴重。偏偏神宗傳旨鑄錢行使,他看到化費工部的工本,而增加內庫的儲藏,真是一件便宜的事。但是他卻沒有曉得通貨的濫發,只能增加市場的混亂。四月十九日居正上疏道; 臣等查得萬曆四年二月,奉聖旨:萬曆通寶製錢,著鑄二萬錠,與嘉靖、隆慶等錢相兼行使,戶、工二部知道。This is it.本月又該工部題鑄造事宜,節奉聖旨:錢式照嘉靖通寶,鑄金背一萬四千錠,火漆六千錠,著以一千萬文進庫使用。This is it.萬曆五年二月內,該戶部進新鑄製錢,又奉聖旨:這錢錠還查原定二萬之數,以一半進內庫應用,一半收貯太倉。This is it.及查工部題議,製錢二萬錠,該錢一萬萬文,用工本銀十四萬九千兩,大半取之太倉銀庫,此奉旨鑄錢之大略也。臣等看得先朝鑄造製錢,原以通貨便民,用存一代之制,鑄成之後,量進少許呈樣,非以進供上用者也。今若以賞用缺錢,徑行鑄造進用,則是以外府之儲,取充內庫,大失舊制矣。且京師民間,嘉靖錢最多,自鑄行萬曆製錢之後,愚民訛言,便謂止行萬曆新錢,不行嘉靖舊錢,小民甚以為苦。近該五城榜示曉諭,民情少定。今若又廣鑄新錢,則嘉靖等項舊錢,必致阻滯不行,於小民甚為不便。又與原奉聖旨,與嘉靖、隆慶等錢,相兼行使之意相背。臣等措度事體,似為未便。伏望聖明裁審,暫停鑄造進用之旨,待二、三年後,如果民間錢少,再行鑄造,亦未為晚。仍乞皇上曲納臣等節次所陳狂愚之言,敦尚儉德,撙節財用,諸凡無益之費,無名之賞,一切裁省,庶國用可充,民生有賴。不然,以有限之財,供無窮之用,將來必有大可憂者。臣等備員,敢不盡其愚,伏惟聖明亮察。 (奏疏八《請停止輸錢內庫供賞疏》) 神宗得疏以後,傳旨停鑄。是月,居正上雝肅殿箴: 北極紫宮,惟皇宅中,身為民表,心與天通。斯須不和則乖戾起,斯須不敬則傲慢叢,念常生於所忽,禍乃發於無窮。是以聖人事心,天命是敕;欽厥止,日謹萬幾;處深宮,心周八極;不以嗜欲滑和,不以逸豫滅德。無作好,無作惡,藹藹熙熙,如春斯煦;無荒色,無荒禽,兢兢惕惕,如淵斯臨。勿謂燕間,人莫與觀?一喜一怒,作人燠寒。弦急者絕,器平者安,優優和衷,為君實難。勿謂宥密,人莫與弼?一動一言,恒為度律,危懼則存,驕泰則失,昭昭神明,相在爾室。在昔成周,宇內太和,由雝雝其在宮,友琴瑟而不頗。亦曰懿恭,小民懷保,由肅肅其在廟,克對揚於祖考。我皇睿哲,是謂智臨,匪高明之不足,貴育德於靜深。我皇撫運,是謂開泰,匪豐亨之丕臻,懼此心之或佚。樂以平其情,雖鐘簴不設,而若聞希聲,然後心和氣和而天下平。禮以飭其志,雖升降未施,而若持重器,斯謂無逸乃逸而天下治。故曰,沖和者養威,淡泊者養祿,惕勵者養安,優勤者養樂。以古為師,於何不儀?平平周道,惟皇建之。以心為鑒,於何不見?穆穆文王,惟皇所憲。朽索在手,勿謂無傷!覆車在睫,奈何弗防?和不可流,敬不可忘,慎終如始,萬壽無疆。(文集二) 萬曆七年四五月間,發生兩次封爵的問題:一次是皇親王偉封永年伯,(《明史.外戚恩澤侯表》作萬曆五年封,誤)一次是遼東總兵李成梁封寧遠伯。王偉是王皇后的父親,神宗的岳父。神宗大婚,授王偉都督同知,現在命文書官邱得用,口傳聖旨,王偉著進封怕爵,吩咐內閣擬旨。神宗連正德二年,武宗岳父夏儒封爵,嘉靖二年,世宗岳父陳萬言封爵的故事,都送來了。居正無從拒絕,他說:但既有正德以後事例,王偉係中宮至親,臣等不敢抗違。但是他也指出: 臣等恭照聖祖定制,公、侯、伯爵非有軍功,不得濫封。國初如魏、定兩公;自以佐命元勳,連姻帝室,彭城、惠安,雖托籍戚里,然亦半有軍功,昨上剖符,皆無容議。宣德中季,始有恩澤之封,宏治以來,遂為故事,然實非高皇帝之舊制也。(奏疏八《論外戚封爵疏》) 他又提到嘉靖八年,世宗曾詔各府、部衙門會議封拜事體的結果,彼時諸臣公疏: 祖宗之制,非軍功不封。夫爵賞者天下之爵賞,人主所待以勵世之具也。今使椒房之屬,與有大勳勞之人,並享茅土,非所以昭有功,勸有德也。今除已封見任者,姑准終身外,此後凡皇親、駙馬,俱要查照祖宗舊制,不許夤緣請封。其有出自特恩,一時賞賚者,亦止照祖宗朝故事,量授指揮、千百戶等官,以榮終身。敢有違例奏請,希圖恩澤,妄引洪熙以後事例比乞者,聽本部及科、道官,即時舉劾,以為貪冒不知止足者之戒。(同前) 嘉靖八年奉旨批准。以後嘉靖、隆慶兩朝外戚封爵,只能及身為止,不准世襲,便是嘉靖八年會議的結果。現在居正重新提出,對於王偉的封爵,給與應有的限制。直到居正身後,這個限制才行撤消。 但是居正對於邊功,便是另外一個看法。萬曆六年三月長定堡之捷,固然是一幕鬧劇,但是十二月東昌堡之捷,卻是一個大勝。這一次泰寧部長速把亥、炒花、連同土蠻、黃台吉、暖兔拱兔、大小委正、卜兒亥、慌忽台等,帶領三萬餘揚規武士向遼東東昌堡進攻,前鋒一直打到耀州。遼東總兵李成梁一面吩咐諸將各守要害,一面帶領兵馬,出寨二百餘里,直搗圜山,在這一個戰役裡,一共殺去九名官長,八百四十名武士,虜獲一千二百匹戰馬;其餘的韃靼武士,一齊退卻。東邊的捷報到了,神宗告謝郊廟,在皇極門大會百官,宣佈大捷。 居正得到捷報以後,和遼東巡撫周詠說起: 李帥用奇出擣,使賊狼狽而返,乃孫臏走大梁之計,比前長定之捷,殺降以要功者不侔矣。功懋懋賞,國家自有彝典,諸公運籌決勝,功豈容泯?少選,當請旨加恩,不敢蔽也。但李帥去年曾饋我以厚禮,雖當即謝卻,然恐鱗翼或有差池,且不肖於渠,獎提愛護,意固不為不厚,然以為國家,非敢有所一毫市德望報之心也。渠誠以國士自待,唯當殫忠竭力,以報國家,即所以酬知己,不在禮文交際之間也。渠不知鄙意,以為有所疏外,會間幸一譬曉之,以安其心,堅其志。便中草草。(書牘十《答遼東周巡撫》) 萬曆七年,居正提議成梁封爵。他說,成梁屢立戰功,忠勇為一時冠,惟有封爵,才可以鼓勵將士。五月,成梁封寧遠伯。成梁派家人到居正宅中送禮,居正堅決地拒絕,他說:你的主人身經百戰,封爵是他的本分;我受他的禮物,便是得罪太祖高皇帝在天之靈。 七年七月,禮科左給事中顧九思,工科都給事中王道成請罷蘇松及應天織造。本來織造是由皇帝派遣內監到江南一帶主持的。他們頒發北京帶來的樣子,要民間如式織作,經費有一部分出於內庫,也有一部分出於鹽稅;但是事實上經過幾次周折以後,民間所得有限,皇宮派人定貨,只成為意內的需索。恰恰這一年江南水災,所以蘇松督造的太監孫隆,更比應天督造的許坤,容易引起民眾的怨苦。在兩位給事中上疏,交給工部查覆以後,神宗派文書官到內閣傳諭道: 御用袍服緊急,若如部議取回內臣,改屬撫、按有司,則織造不精,誰任其責?且見有錢糧,不必加派。先生每擬票來。 顯然神宗拒絕召回內臣。第二天居正和張四維、申時行入宮,行禮以後,居正奏道: 近日蘇、松等處,水災重大,據撫、按官奏報,及臣等所聞,百姓困苦流離,朝不謀夕,有群聚劫奪者。地方錢糧,委難措處。且自前年星變時,親奉明旨停止織造,著孫隆回京。至今尚未完報,是詔令不信,而德澤不宣也。臣等謂宜從該部所請,以彰皇上敬天恤民至意。民惟邦本,願少加聖心。 朕未嘗不愛惜百姓,但彼處織造,不久當完,遠不過來春爾,神宗疲賴地說。 居正追緊一步說:皇上德意,臣民無不欣仰,即孫隆在彼,亦能仰體聖心,安靜行事。但地方多一事則有一事之擾,寬一分則受一分之賜。今彼中織完,十未四、五,物料、錢、糧,尚有未盡徵完者,災地疲民,不堪催督,願皇上且取回孫隆,其應天被災稍輕,許坤仍舊可也。 居正說話,追緊一步以後,隨即放鬆一步。神宗有了回旋的餘地,同時他也提出內庫發出銀五千兩,不完全仰給江南錢糧。他說:近降去花樣,皆御前發出銀兩,並不加派擾民。此一件還著織完回京,其餘則皆停罷可也。 三位大學士叩頭謝恩,神宗這才把工部覆疏交給居正,他說:先生將去票來。說過以後,神宗看著三位大學士說:君臣一體,今有司通不奉行,百姓安得受惠? 居正代表內閣說:誠如聖諭,臣等今日,亦無非推廣皇上德意而已。願皇上重惜民生,保固邦本,則百萬生靈,仰戴至仁,實社稷靈長之慶。(奏疏九《罷織造內臣》。對話用原文。) 叩頭以後,三位大學士退至內閣擬票,取回孫隆。 事情算是有了一點頭緒,但是沒有結束。承運庫太監孔成上奏,賞賜夷人,缺乏段匹,請行南京、蘇松、浙江等處增織,又將上用袍服等項,並請織造,共該七萬三千匹。奉聖旨:工部知道。工科都給事中王道成一看,知道情形嚴重,上疏請求酌減增造段匹。工科的奏疏發下擬票,居正才曉得從中又起了變化。皇上為什麼又要織造呢?居正想。他看到現在只有再求酌減。在奏疏中,他提出祖宗朝一歲所造,原有定率;嘉靖年間,才有添織,但是只可偶一為之,說不得是常例。以後他更說到: 今查萬曆三年,該庫已稱缺乏,請於歲造之外,添織九萬有餘,其時以大婚禮重,賞賜浩繁,該部不得已,欽遵明旨,設法措處,然聞之各地方庫藏,搜括已盡,經今四年,方得織完,而添造之旨又下。計該庫所開數目,度其所費,非得銀四、五十萬,不能辦此。索之庫藏,則庫藏已竭,加派小民,則民力已疲。況今歲南直隸、浙江一帶,皆有水災,頃蒙特恩,破格蠲振,又取回織造太監,疲困之民,方得更生,乃又重複加派,子惠之恩未洽,誅求之令即施,非聖慈所以愛養元元,培植邦本之意也。民窮財盡,賦重役繁,將來隱憂,誠有不可勝諱者。科臣所奏,宜留聖心。臣等看得該庫偶因三衛夷人,缺少虎、豹一樣服色,及近年北虜俺答款貢,歲增賞賚,溢於舊數,故題請添織,以上二項,委不可已。至於上供御用等項,則近年南京太監許坤,蘇杭太監孫隆,織進御前者,已自足用,不必又取辦於歲造矣。臣等愚見,伏乞聖明再諭該庫查北虜俺答一宗賞賜,一歲約該幾何,及三衛夷人虎豹服色缺少幾何,照數行該地方添織,即作歲造之數,其餘皆可停止。惟冀俯從科臣之言,一概減半織造,其支費銀兩,敕下戶工二部酌處,免復加派小民,庶近日規恤之旨,不為虛文,罷極之民,少得蘇息也。(奏疏九《請酌減增造段匹疏》) 疏上以後,神宗准如所請,但是事實上還是增造,神宗依然得到心理的滿足。 萬曆七年十月,薊遼總督梁夢龍得到消息,土蠻帶領四萬餘騎,向遼東進攻,立即告急。東北方的邊防,突然緊張起來。本來居正對付韃靼的政策,是使他們從內部分裂走向對立的局勢。俺答通貢,封順義王,成為明朝的藩屬;但是土蠻仍然倔強,屢次要求貢市,其實只是通商,但是居正認為在土蠻沒有屈服以前,談不到貢市。事情成了僵局,土蠻屢次引兵進攻,想用武力強迫中國通商,薊遼方面的防務,永遠不能鬆懈,其故在此。神宗在居正把遼東警報奏進以後,立刻吩咐內閣擬旨,諭兵部議進剿之策。居正面奏道: 九月初間,有北虜俺答部下頭目恰台吉,差人於土蠻營中,偵知土蠻欲糾眾向遼,講求貢市,臣即馳語總督梁夢龍,令其再偵的實,多方設備;傳示遼東總兵李成梁,巡撫周詠,虜若糾大眾至,勿輕與戰,但堅壁清野,使之野無所掠,虜氣自挫。又使梁夢龍親率師東行,發勁兵二枝,為遼東聲援。令薊鎮總兵戚繼光,選精銳,乘間出塞,或擣其巢,或邀其歸以撓之。今據報各官具如臣指:梁夢龍已東駐山海,遣參將許汝栗、楊繼,出關截殺;戚繼光移駐一片石,伺間邀擊,遼東收保已畢。虜以十月初二日,至寧前向中所地方,此中地狹人稀,虜眾無所掠,勢不能久,旦夕必已退遁。今敕本兵姑議驅剿,以後相機別議。且彼中戒備頗嚴,諒無疏失,伏惟皇上少寬聖懷。 在這一大片敘述裡,居正把遼東的佈置,完全說明。 神宗點頭道:先生費心處置,朕知道了。(奏疏十一《送起居館論邊情記事》。對話用原文。) 經過這番佈置以後,土蠻的軍隊退去了;後來土蠻和速把亥同駐紅土城,分兵進攻錦州、義州,成梁出塞二百餘里,直抵紅土城,殺去四百七十餘名韃靼武士,這是所謂紅土城之捷。 萬曆七年十月,總理河漕都御史潘季馴,漕運侍郎江一麟奏報河工告成。自從六年正月以來,居正把河、漕事務,完全交付吳桂芳,不幸就在正月,桂芳病歿。二月,居正起用潘季馴總理河、漕。四月,季馴疏辭總理河、漕事務,上諭不許。季馴這才放手做事,六月上疏條陳六事:一曰塞決口以挽正河,二曰築堤防以杜潰決,三曰復閘壩以防外河,四曰創滾水壩以固堤岸,五曰止浚海工程以免糜費,六曰寢老黃河之議以仍利涉。 季馴看清河工全無掣肘之虞,居正也看清惟有季馴才是治河之人,所以擬旨:治河事宜,既經河、漕諸臣會議停當,著他實行。各該經委分任官員,如有玩愒推諉、虛費財力者,不時拿問參治。季馴得到這一重保障,八月間彈劾淮安水利道河南僉事楊化隆,淮安府通判王宏化治河無狀,上諭楊化隆、王宏化都著革職,送吏部擬處,毋得概擬
