Those who extend to themselves, their kindness is shallow; those who extend to their children and grandchildren, their thoughts are deep; those who are grateful for a moment, their rewards will be exhausted, and those who are grateful for future generations, their rewards will be endless.Today, I have received the grace of the saints, and I have pity for my ministers and men, and I have been promoted to the Secretary of Defense. I will extend the rewards of the world, and I will despise the weak.I am very grateful, I am very grateful, I would like to worship only the leader, and still ask the heirs of the minister to follow the dogs and horses in the world, and to repay the birth. Although complete, the relationship between father and son is lacking.The reason why the emperor dealt with his ministers in the past, and the reason why the ministers deal with themselves, isn't it the same thing?Everything must be done according to the principles of the heavens, that is, the peace of mind, without regret and hatred, the so-called one who seeks benevolence and obtains benevolence.Today's minister's self-examination is not reasonable, and he is not at ease, so he has to look up to the sage to apply for love, but only seeks to cooperate with his husband's affairs.Fuwang Shengci looked down on the foolishness and sincerity, and specially stopped the gracious order, ordered the officials to dismiss the ministers, and the common ministers were able to serve with peace of mind. If you dare to speak out about your own selfishness, Gai can go away at the time.There is a saying in the past, that the horses at the end of the east field will be defeated, the steps will be galloped, the court ceremony will be completed, the adventure will be far away, and the horsepower will be exhausted, but there is still no end to begging for a horse.No matter what, Dongye Bi's horse was defeated.Therefore, Shun did not lose the strength of his people, and Zaofu did not lose his horsepower. Therefore, Shun never lost his ministers, and Zaofu never lost his horse.Today's minister begging to go is not daring to make a long-term decision, but begging for a few years, suspend the whip, and rest less; On the way at night, even if you stick to the sword and die on the battlefield, you can't avoid it.It is the minister's love of the body, so he loves the country. 神宗得疏以後，御批覽卿所奏，具見忠愛，依擬行。同時孫德秀、溫泰、周海奉旨降三級，私家閒住，永不敘用，其司禮監及管事牌子等都著自陳。

居正《清汰近習疏》的精神，完全是諸葛亮《出師表》的再現。居正的標準人物是伊尹、周公、諸葛亮。他當國十年的成績，也處處摸擬三人，但是居正忘去了神宗不是太甲、成王、後主。關於太甲、成王的故事，因為古史方面的問題糾纏太多，姑不置論。後主的個性，在歷史上留下不可磨滅的印象。他是一個平庸到無可奈何的人物，但是他知道自己平庸，一切都聽諸葛亮指揮。諸葛亮死了，他秉承諸葛亮的遺言，用蔣琬、費禕、薑維。他沒有主張，因此他也不作主張。蜀漢以全未開發的一隅之地，和中原抗衡四十年，委實不能說不是後主知人善任的成績。神宗是另外一個形態的人物。神宗聰明，有主張，有決斷，但是同時也是頹廢，好利，不知上進。居正當國的時候，國勢蒸蒸日上，但是居正歿後，神宗不能再用第一流的人物，申時行的才具，不是沒有，但是在那個環境之下，只能優柔便辟，採取明哲保身的途徑。後來明朝亡國之禍，其實都在神宗時代撒下種子。居正把神宗當後主看，這是居正認識的錯誤。我們把諸葛瞻的任用，和張敬修的自殺相比而論，便會知道認識錯誤，真是一個可怕的事件。
神宗罪己手詔既下以後，居正意識到他的放蕩，完全是閒極無聊的結果，所以利用反省的時機，請求敷陳謨烈。He said:
先該臣等面奏，皇上春秋鼎盛，宜省覽章奏，講究治理，於字書、小學，不必求工，以後日講，請暫免進字，容臣等將諸司題奏，緊要事情，至御前講解，面請裁決。伏奉諭旨，臣等欽遵舉行外，但數月以來，應奏事件，與日講之期，多不相值，或係常行細務，又不敢煩凟聖聰，即恭侍講讀，須臾而畢，拱默而退，不得供奉燕閒，從容陳說，雖欲竭悃款之愚，效獻替之益，其道無繇，非臣等面請奏事之初意也。頃奉聖諭，責臣等以盡心輔導，臣等夙夜思惟，圖所以仰承德意，啟沃聖心者，竊以為遠稽古訓，不若近事之可徵，上嘉先王，不如家法之易守。昔伊尹、周公，矢漠作誥，撮其大指，不過兩言：曰明言烈祖之成德，曰覲揚文武之光烈而已。唐憲宗讀《貞觀政要》竦慕不能終卷，宋仁宗命侍臣讀《三朝寶訓》及《祖宗聖政錄》：前史書之，皆為盛事，良以羹牆如見，自不忘繼志之事，耳目既真，又足為持循之地，守成業而致聖治，莫要於此。仰惟我二祖開創洪業，列聖纂紹丕圖，奎章睿謨，則載之寶訓，神功駿烈，則紀之實錄，其意義精深，規模宏遠，樞機周慎，品式詳明，足以邁三、五之登閎，垂萬億之統緒，此正近事之可徵，家法之易守者也。夫皇上所踐者祖宗之寶位，所臨者祖宗之臣民，所撫馭者祖宗之輿圖，所憑藉者祖宗之威德，則今日之保泰持盈，興化致理，豈必他有所慕，稱上古久遠之事哉？惟在皇上監於成憲，能自得師而已矣。（奏疏九《請敷陳謨烈以裨聖學疏》）
居正吩咐翰林院諸臣，就列朝寶訓、實錄，撰為《謨訓類編》。共分四十款，排日進講。他的心理還是隆慶六年十二月進《帝鑒圖說》的心理。疏中又言但使工夫接續，時日從容，自可以開發聰明，亦因以練習政事。伏望皇上留神聽覽，黽勉力行，視訓錄之在前，如祖宗之在上，念念警惕，事事率由，且誦法有常，緝熙無間，即燕息深宮之日，猶出御講幄之時，則聖德愈進於高明，聖治益躋於光大，而臣等區區芹曝之忠，亦庶幾少效萬分之一矣。
萬曆九年正月初五日，神宗在文華殿齋宿，這一天大風來了，黃塵蔽天，神宗吩咐文書官和居正說：今日風氣不詳，恐有邊事，與先生說，可申飭邊臣，加意警備。居正聽到以後，立刻傳諭邊鎮，準備應付。
一直到現在，北方的邊事還時時縈繞君臣的懷抱。比較松一點的是河套。在那裡的韃靼已經衰弱，正如居正在萬曆八年和三邊總督郜光先所說的精兵健馬，消耗過半，東借助於順義不獲，西修怨於瓦剌不能，其衰弱無能為之狀亦見矣。（書牘四《答三邊總督》）
最成為威脅的是土蠻。土蠻向東可以進攻遼東，向南可以進攻薊州，所以雙方都時時在警戒的當中。遼東的李成梁，和土蠻交戰幾次，在戰事方面有相當的把握。薊州的戚繼光，正以威名太大，土蠻遠去，因此沒有立功的機會。萬曆八年秋間，傳聞土蠻南下，居正連忙去信說起：
前順義部下酋長，密報土蠻入犯消息，即馳語薊遼軍門戒備，數日以來，警息遝至，西虜所報不虛矣。不穀料此賊必窺灤東。今日之事，但當以拒守為主，賊不得入，即為上功，薊門無事，則足下之事已畢，援遼非其所急也。賊若得入，則合諸路之兵堅壁以待之，毋輕與戰。我兵不動，賊亦不敢開營散搶，待之數日，賊氣衰墮，然後微示利以誘之，乘其亂而擊之，庶萬全而有功。足下經營薊事十年，今乃得一當單於，勉之勉之。辱示以破虜為己任，具見許國之忠，但古之論戰者，亦不全恃甲兵精銳，尤貴將士輯和，和則一可當百，不和雖有眾弗能用也。竊聞北人積談於南兵久矣，今見敵則必推之使先，勝則欲分其功，敗則必不相救，則足下之士，能戰者無幾耳。軍情乖離，人自為心，鼓之而弗進，禁之而弗止，雖有嚴刑峻法，將安所施？羊羹之事，可為明戒，足下宜深思之！時時查軍情向背，布大公，昭大信，毋信讒言，毋徇私情，毋以喜行賞，毋以怒用罰，部署諸將，宜以食多而養厚者當先，毋令失職怨望者當劇處。虛心受善，慎毋偏聽，察軍中如有隱鬱，亟與宣達。平日號令，如有未妥，不妨改圖。士卒毋分南北，一體煦育而拊循之，與最下者同甘苦，務使指臂相使，萬眾一心，知愛護主將如衛頭目，則不待兩軍相遇，而決勝之機在我矣。如是，乃可以一戰望成功也。惟足下豫圖之。不穀平生料事，往往幸中，凡所與足下言者，須句句體認，不可忽也。（書牘十二《答總兵戚南塘授擊土蠻之策》）
韃靼諸部之中，勢力最大的當然是俺答。自從俺答封為順義壬以後，實際上成為朝廷的附庸，接受朝廷的命令，約束部下。但是俺答對於部下，時時感覺不易駕馭。俺答的長子黃台吉，便是一個不易駕馭的人。大致是萬曆八年吧，黃台吉看見土蠻出兵虜掠，羨慕的了不得。他坦白地和父親說，自己準備向朝廷開戰。
宣大是我買賣地方，汝不可胡做，別處我亦不管，俺答說。除黃台吉外，其次是青台吉。他是老把都的兒子，俺答的侄兒。青台吉和土蠻取得聯絡，因此在北邊成為威脅，居正對他，永遠不能放心。
在俺答精力充沛的時候，當然他可以統制一切，但是現在俺答病了，黃台吉、青台吉這兩位同堂兄弟，益發不受約束。居正還憂慮到俺答身後，部下分裂，固然不易統制，倘使完全為土蠻吸收，更成為朝廷的大害。八年、九年之間，來往於居正胸中的便是這許多問題。在書牘中一一可指。
辱示虜情，一一領悉。順義病既狼狽，豈能復起？土蠻素無遠略，且與西部不睦，豈肯為之勤兵報怨？切盡（即切盡台吉、俺答侄孫。）之請，亦必不能成，虜勢窮蹙可見矣。順義一故，變態百出，顧吾所以應之何如？此事當勞公經畫，然拓土開疆，安邊服遠，亦在於此。今宜事事設備，預為之圖，以待其變可也。（同卷《答宣府總督鄭范溪》。按即鄭洛。）

黃酋桀驁，殊為可惡，然聞此酋素狂躁無禮，倏忽喜怒。彼見其父病中，與之修好，遂炰烋妄言，然非有謀畫素定也，但安靜以馭之，嚴備以待之，毋輕徇其請，毋激致其怒，彼計沮氣衰，將自斂矣。近聞已就羈絏，入市有日，未知究竟何如。（同卷《答大同巡撫賈春宇》）
兩奉華翰，一言順義求討，一言黃酋桀驁，詳觀來文與公回諭，悉與鄙見懸合，敬服。黃酋狂躁，反覆不常，乃其故態，其言作反，未必實有此謀，但虛嚇耳。惟安靜以處之，嚴備以待之，久之計沮氣衰，伎倆已盡，自當入苙矣。彼不來市，我亦省費，不必責其來補，但移書順義責以負約，使屈在彼。彼敢來犯，即簡銳擊之，若不來犯，亦不必往討也。（同卷《答宣大巡撫鄭范溪》。按題銜誤。）
黃酋孤窮之虜，無馬可市，但肆言恐嚇，欲白騙耳。今既稍有所獲，來市恐未有期。其市不市，亦無足為輕重，不必固要之，中彼要挾之計。然此虜輕躁寡謀，驕盈已極，若以計圖之，亦可獲也。（同卷《答大同巡撫賈春宇》）
黃酋近聞已赴西市，惟鎮靜以處之。彼之伎倆有盡，終當入苙也。差人回，渠有何說？若只尋常進賞之言，惟付之不問耳。上酋已入遼左，薊門亦甚戒嚴，西酋諸部，皆有隨行者。聞順義夙疾又發，冬春之間，恐難起也。（同卷《答薊遼總督張崌崍》。按崌崍即佳胤，題銜誤。）
以上都是萬曆九年正月以前的事。經過正月初五神宗傳詔警戒以後，各邊巡視更加吃緊，鄭洛在邊界上獲到黃台吉部眾，居正立即和鄭洛說：
黃酋部眾作賊，我所擒者，係被至親，諒所欲得者，且勿輕與之，待順義罰處如約，另立誓詞，將往年橫索等項，一一改圖，然後遣之。前奉聖諭，方以邊事為念，會華翰至，即封上御覽，以見公籌邊之功。此後如有重大虜情，密示於僕者，宜具銜稟報，當即以原帖奉奏也。（同卷《答宣大巡撫鄭范溪傳備邊》。按題銜誤。）
青台吉對於中國表示服從，但是其弟滿五大仍和土蠻勾結，土蠻入犯遼東的隊伍中，時時有青台吉的部屬。因此居正對青台吉，不能放心，但是他主張交付俺答，增加俺答的責任，便是增加朝廷的威信。居正和張佳胤屢次說過：
來諭謂戰可恃而後和可堅，最為得策。惟公著實行之，不徒為目前支吾之計，邊圉幸甚。青酋東行祭神，亦往年常事，但載甲以行，委屬可疑，已行該鎮防備。（同卷《答薊遼總督張崌崍》。按題銜誤。）
青酋既認二弟東犯，亦見畏順，俟其回巢，罰處為當。然此酋與東虜合從，不獨今歲為然，今雖罰懲，恐亦不能終禁，此後但責令探得東虜作賊的耗，即飛報我知，使我得準備，亦足以明彼心跡。即去秋土蠻入遼左，其中亦豈無貢市之夷，幸大同、山西於市場上偵得消息，密以告僕，即夙戒薊遼，整旅以待，故無大失，然亦未曾深究西虜也。（同前）
辱示，青酋既有罰處二弟之意，宜就機告於順義處之。黃酋之不直東虜，豈是忠心？彼蓋亦欲效東虜所為，順義所制不得肆，見東虜東掠西市，兩利並獲，故不平於心耳。公所諭其來使，詞嚴義正，足以尊朝廷之體，消逆亂之萌，須著落順義處之。彼雖老，素為諸部所畏也。鄙意初謂不必奏聞，後思其事關係頗重，似非諸公所能自了者，待計劃已定，期於必遂，乃以上聞可也。然犬羊無信，惟利是趨，即經此處分，他日亦不能縛其手足。此後宜責令偵得東部約從消息，即飛報我知，在彼得陽明其心跡，在我得陰為之備。即今秋土蠻糾眾犯遼，其中亦有西虜，幸賈大同、（大同巡撫賈應元，即春宇）高山西（山西巡撫高文薦）於貢市時，得些消息，走報於我，即夙儆該鎮，預為之備，故虜雖眾，而在我無失。比者寧前虜原不多，而在我反有損折，此其豫與不豫相遠矣。近得鄭公書，只云青酋部眾東犯之事，未審虛的。此言過矣！夫虜犬羊也，能保其不變乎？薊鎮屬夷，歲歲入貢，亦歲歲作賊，遼人不能歸咎於薊鎮，豈能責望於宣大乎？夷情多變，推在隨宜審處之耳。 (same as above)
九年正月，推行一條編法，同時下令裁減諸司冗官，及各省司、府、州、縣官凡一百六十餘員。居正在大政方面，還是著著不懈地進行。同時期裡，神宗的心緒，也似乎安定下來了。居正奏請用翰林官更番侍直，他說：
臣等伏睹皇上近日以來，留神翰墨，一切嬉遊無益之事，悉屏去不御，仰惟聖學該洽，睿志清明，臣等不勝慶忭。夫人主一心，乃萬化從出之原，亦眾欲交攻之會，必使常有所係，弗納於邪，然後縱逸之念不萌，而引誘之奸不入。故雖筆札小技，非君德治道所關，而燕閒遊息之時，藉以調適性情，收斂心志，亦不悖於孔氏遊藝博文之指，比之珍奇玩好，馳騁放佚之娛，則相去遠甚，未必非皇上進德養心之一助也。但臣等竊見前代好文之主，皆有文學之臣，載筆操觚，奉侍清燕，如唐有天策、瀛洲之選，供奉、待詔之員，宋有秘閣待制、二館著作，或承詔登答，或應制賡酬，皆於語言文字之中，微寓風勸箴規之益，即今之翰林官是也。國朝建置翰
